FWIW, Jodie Foster was born Nov. 19, 1962 and was undoubtedly 14 when this was filmed, unless, conceivably, they shot this in '76 and she was still 13. Anyway, the bottomless girl seen from behind is most likely a body double, her hair is noticeably darker than Jodie's when seen from the front.
Her older sister Connie served as her body double in The Little Girl Who Lives Down the Lane (1976). (She also served as her double in Taxi Driver when the dialogue was "too adult".) Maybe this is Connie too?
